To have utility service turned on, you must submit an application. Applications may be completed online or in person with the BPW Customer Service Department at our Gaffney office.

Impact Fee Payment Rules
- Single residential water and/or sewer service connection — Impact Fee will be paid on or before the payment of Connection Fees.
- Residential Development — Sewer Impact Fees for all anticipated development must be paid prior to submittal of a Permit to Construct. Water Impact Fees must be paid on or before payment of Connection Fees.
- Commercial/Industrial Connections (10 inch or less): All sewer Impact Fees must be paid prior to submittal of a Permit to Construct; water Impact Fees on or before Connection Fees.
- Commercial/Industrial Connections (greater than 10 inch): Same rules apply; fees are based on daily demands from the design engineer. Adjustments made after one year of operation if actual demands differ from estimates.
- Fire Suppression System Connection — No Impact Fees for metered fire suppression-only connections. A separate fire-only meter is required.
- Payment of all applicable Impact Fees is a condition of development approval by BPW.
Residential Development
- Less than 100 lots — $1,000.00
- 100 to 300 lots — $1,250.00
- Over 300 lots — $1,750.00
- Pump Station — $2,000.00
Commercial Development
$1,500.00
- Annual Applicant Permit: $250.00
- Per 1,000 Gallons: $250.00
- Industrial Pretreatment Annual Permit Fee: $2,500.00
Non-Payment Charges
All services subject to disconnection, penalty, and service interruption fee when full payment is not received by the due date.
- Residential penalty: 5% ($5.00 min)
- Commercial/Industrial penalty: 5% ($50.00 min)
- Mon-Thu 7am-5pm reconnect: $50.00
- Fri/Sat/Sun/Holidays 8am-5pm: $75.00
- Reconnects not made between 5pm and 8am
Meter Tampering
All cases of meter tampering will be charged a minimum fee, plus reimbursement of all additional costs.

Returned Check Fee
All returned checks will be charged a fee.

Power Release Requirement
If electricity has not been connected at an address for more than 6 months, the customer must obtain a power release from the City of Gaffney or Cherokee County before BPW can reconnect service.
