Commissioner James Kelly serves as Treasurer for the Board of Commissioners, representing District I with dedication and a commitment to community. Retired from Milliken & Company after more than 44 years of service, Mr. Kelly brings experience, reliability, and a strong work ethic to his role on the Board of Public Works.

He and his wife, Novella, are the proud parents of three daughters and enjoy spending time with their four grandchildren and two great-grandchildren. An active member of his church and a passionate advocate for the community, Mr. Kelly has played a key role in numerous major BPW projects, ensuring that the voices of District I residents are heard and represented.

Known for his open heart and listening ear, Commissioner Kelly exemplifies leadership rooted in service, and we are grateful for his dedication, guidance, and commitment to the people of District I.

Mr. Harris has proudly served on the Board of Commissioners since 1986, including two terms as Chairman—from 2000 to 2006 and again from 2016 until the conclusion of his second term in 2025. His decades of leadership have left a lasting impact on the Board of Public Works and the Gaffney community.

Born and raised in Gaffney, Mr. Harris is deeply rooted in the community he serves. He and his late wife, Linda, are the proud parents of three children and have been blessed with four grandchildren and six great-grandchildren.

When he’s not working on behalf of Gaffney residents, Mr. Harris enjoys fishing at Lake Whelchel, one of his favorite pastimes. Over nearly four decades, he has played a key role in many of BPW’s major milestones, and his dedication, leadership, and lifelong commitment continue to inspire.

Mrs. McKey serves as Secretary, representing District III with energy, professionalism, and a genuine commitment to community. A proud graduate of North Greenville University with a Bachelor’s degree in Broadcast Journalism, she brings a unique blend of skills and expertise to her role.

In addition to her work as a Right-of-Way Agent for the State of South Carolina, Mrs. McKey is a licensed Realtor and a nurse—showcasing her versatility and dedication to serving others. She takes great pride in making a positive impact on the lives of residents in District III.

Mrs. McKey and her husband, Derick, are proud parents of three children, and her leadership and heart for service make her an invaluable member of the BPW family.

Commissioner David Dorman represents District IV, bringing decades of experience, expertise, and a deep commitment to the Cherokee County community. A lifelong resident of District IV, Mr. Dorman combines professional insight with servant-minded leadership to guide thoughtful, responsible decision-making for the BPW.

A CPA and retired CFO/part-time consultant for Hamrick Mills, Mr. Dorman’s financial background provides a strong foundation for managing the Board’s business and community priorities. He is a proud graduate of Limestone University, Clemson University, and Gardner-Webb University, holding degrees in accounting and divinity—a combination that reflects both his professional skill and dedication to service.

For more than 34 years, Mr. Dorman has actively served the Gaffney community through volunteer work, board participation, and leadership in his church, where he continues to support outreach, ministry, and initiatives that make a lasting impact.

Through his steady leadership and unwavering commitment, Commissioner Dorman plays a vital role in shaping and strengthening District IV and the greater Cherokee County community.
